Overview

Contract

Project Description: The project is part of UNDP’s global Climate Promise initiative, which aims to accelerate inclusive climate action, with a focus on gender, human rights, and social justice, by strengthening capacities, promoting integrated public policies, and mobilizing resources. Climate Promise 3.0 also seeks to advance the fulfillment of the 2030 Agenda by integrating climate action into national and subnational development processes.
In Uruguay, the project is being implemented under the Direct Execution modality by UNDP, in coordination with the National Climate Change Directorate of the Ministry of Environment, and with the participation of relevant government stakeholders according to each thematic focus, the private sector, civil society organizations, youth, and local communities.
The project is structured into three main components:
Component 1 : Just Transition with a Gender Perspective – This initiative seeks to integrate a just transition and gender perspective into climate governance , productive sectors, and public policies. It includes capacity building in sectors such as waste, agriculture, industry, and energy , as well as the implementation of pilot projects with women leaders and local communities.
Component 2 : Participation and Financing for Inclusive Climate Action – Promotes youth leadership, multi-stakeholder dialogue, evidence-building through perception studies , and participatory costing of climate measures, ensuring the incorporation of diverse voices in the implementation of climate policy.
Component 3: Project Communication, Management, and Coordination – Ensures operational efficiency, accountability, results visibility, and process sustainability through participatory communication and knowledge generation strategies.
Scope of work
The Consultant will be responsible for ensuring and carrying out activities within the framework of project implementation from the technical, operational, and strategic perspectives of the Climate Promise 3.0 project in Uruguay, in close collaboration with the UNDP team, the National Directorate of Climate Change (DINACC), other State institutions, and actors from civil society and the private sector.
This position is key to ensuring the delivery of products and actions throughout the project’s execution period. It will involve monitoring programmatic aspects as well as overseeing administrative and logistical processes.
The scope of work will include:
The implementation of activities within the framework of the Annual Work Plan, with a focus on meeting goals and schedules.
Coordination of thematic consultancies, suppliers and strategic alliances.
The coordination and support of key processes such as the climate perception study, the gender and climate change plan, and territorial adaptation and mitigation actions.
The preparation of minutes of technical and strategic meetings.
Review of technical and administrative documents relevant to the project.
The generation of periodic reports linked to the thematic lines of the project.
Logistics and content preparation for events, meetings, and outreach activities.
Facilitation and moderation of consultation, training, or dissemination workshops, whether in person or online.
The production of strategic inputs to support the fulfillment of the products committed to in the AWP.
Fluid relationships with state institutions, with an emphasis on strengthening national and subnational climate governance.
Administrative and logistical support for the smooth development of project activities.
The preparation of progress reports.
Documentation of the progress of the Project’s products.
In addition to these tasks, the selected individual is expected to provide substantive technical support in the construction of the project’s products, contributing analytical input, review, methodological proposals for knowledge production, and training processes and their implementation.

Minimum academic education required
Complete secondary education.
Desirable: advanced student or university professional in social sciences, communications, humanities and/or economics, as well as having a postgraduate degree in climate change, environment, gender, public policy or related topics.

Relevant work experience
Candidates with a bachelor’s degree require a minimum of three years of relevant experience. Those with a minor academic background require at least six years of relevant experience.
Relevant work experience in the public policy sector or in the private sector/NGOs in related areas.
Experience in gender, social sciences, public policy, research methodologies, environment, and climate change will be valued.
Participation and/or knowledge of programs and projects related to the national climate and/or environmental agenda and/or gender and inclusion will be valued.

Generalities:
The consultancy will be carried out under a NPSA contract for a period of six months, with a commitment of 30 hours per week, under the supervision of UNDP. The work location will be at UNDP offices, with remote work to be coordinated.
The contracted individual must invoice as a sole proprietorship or university professional. During the term of the contract, the contracted individual may not be a public official or have contractual ties to government agencies, with the exception of the University of the Republic. The contracted individual must be a Uruguayan citizen (natural or legal) or a foreigner with a registered address and the intention to remain in the territory of the Eastern Republic of Uruguay for as long as the tasks involved in the contract require.
