Organizational Context
The United Nations Office on Drugs and Crime (UNODC) provides technical assistance to Member States to strengthen their capacities in the fight against organized crime and drug trafficking. In this context, the UNODC Regional Office for the Andean Region and the Southern Cone (ROCOL) pays special attention to the specific needs of these countries, aiming to provide tailored, coherent, and effective technical assistance to address the challenges posed by organized crime in the region.
In this context, UNODC, through its Global Programme on Cybercrime, will implement the “Cybercrime Project.” The objective is to strengthen countries’ capacities to prevent and combat cybercrime by providing specialized technical assistance tailored to each country’s specific conditions, with a focus on crime prevention and criminal justice, and based on UNODC tools and protocols.
The activities to be implemented in this project focus on strengthening the capacities of justice and security sector officials to combat cybercrime, developing prevention activities, and promoting dialogue among the various stakeholders involved in combating cybercrime.
This project requires the hiring of a Virtual Environment Management and Infrastructure Specialist. Based in the Montevideo, Uruguay, the Specialist will be responsible for designing, managing, and implementing institutional strengthening activities aimed at the justice and security sector to combat criminal conduct committed in virtual environments, as well as promoting dialogue among the various stakeholders involved in combating cybercrime.
The Virtual Environment Management and Infrastructure Specialist will focus primarily on the substantive dimensions of the project’s capacity-building and cooperation components.
Functions / Expected Results
Under the direct supervision of the Regional Cybercrime Coordinator, the Virtual Infrastructure and Management Specialist will have the following responsibilities:
• Plan, organize, and execute capacity-building and technical assistance activities for the detection and investigation of crimes committed in cyberspace, new cyberspace investigation techniques, and digital evidence management.
• Coordinate national and international workshops, meetings, and conferences related to cybercrime and digital evidence.
• Establish regular contact with all relevant coordination points and counterparts to ensure that training workshops, meetings, evaluations, and related logistical arrangements (travel, accommodation, food) are carried out as scheduled.
• Advise the project coordinator in the design of institutional strengthening and technical advisory activities.
• Advise the project coordinator at the technical level on risks that could affect the effective implementation of the planned activities.
• Carry out acquisition and donation processes for technological tools for the analysis of digital evidence, including the development of technical requirements.
• Develop technical requirements in terms of reference for the hiring of experts in the areas of digital forensics, cybercrime investigation, and crypto assets.
• Provide, prepare, and draft reports, guidelines, and analyses on issues related to innovative cybercrime investigation techniques.
• Participate in the preparation of missions and delivery of respective reports.
• Coordinate and connect with governmental and non-governmental organizations and institutions active in cybercrime and digital evidence issues nationwide.
• Assist in the ongoing monitoring and evaluation of the program by collecting relevant data on project implementation, writing reports, and supporting the follow-up of activities, as requested.
• Prepare, review, plan, and manage implementation and substantive and administrative support, including budget and procurement management, under the direct supervision of the Regional Coordinator.
• Prepare and write a variety of written products related to project implementation, such as background documents, progress reports, evaluation reports, mission reports, briefings, and presentations.
• Ensure that operations, financial, logistics, and procurement management, as well as liaison and communication activities assigned to the project, are carried out in accordance with UNODC standards and procedures.
• Identify consultants and trainers related to the topics to be covered by the project.
• Provide guidance and direction to the efforts and contributions of consultants, international experts, trainers, and counterparts involved in the project to ensure that project objectives are achieved.
• Perform any other duties related to the profile, assigned by the ROCOL Regional Representative.
The work involves frequent contact and interaction with the following counterparts:
• UNODC officials and technical staff in the Andean Region and the Southern Cone.
• Officials and technical staff from the States benefiting from the project.
• United Nations agencies and other regional, subregional and international bodies.

Qualifications and requirements for the position
Education:
Advanced university degree (master’s or equivalent) in law, social sciences, economics, law enforcement, police, psychology or criminology, computer science, international relations, or a closely related field. A first-level university degree in a similar field, along with two additional years of experience in management and/or administration and/or project development related to the design/management of virtual infrastructures, new technologies, cybersecurity, cybercrime, digital evidence, or a similar field, may be accepted in lieu of an advanced university degree.
Experience: Experience working in the justice sector related to criminal investigations will be valued; experience as a speaker at training sessions, courses, or conferences on cybercrime, virtual environments, cybersecurity, or related areas will be valued; knowledge of forensic computer software and/or programming is desirable; prior experience in UNODC’s mandated areas will be valued;
